Start (or resume) downloading modelId. Suspends until it completes or fails.

licenseAcknowledged must be true for a manifest entry with ModelManifestEntry.requiresLicenseAck set — the settings screen shows the license and sets this only after the user accepts; an implementation that manages a gated model declines (state ModelDownloadState.FAILED) rather than starting the transfer when this is left false. Default false is deliberately the safe side: a caller must opt IN to "already acknowledged", never accidentally skip the gate.
